There's an open bug in the bugzilla describing the issue: http://bugs.winehq.org/show_bug.cgi?id=18513 You may try to reach the fileopen dialog with different keys, something like "Alt-F" (_F_ile), "o" (_o_pen). Though I'm not sure if "Alt-..." will work, if not, then you may add your experience to that bug report.
