What command(s) are you trying to run in cmd?

Does cmd give you a prompt?

DO NOT RUN WINE AS ROOT! I am the second person to tell you this. Please run it as a 'regular' user.

The Wine FAQ at http://wiki.winehq.org/FAQ#head-96bebfa287b4288974de0df23351f278b0d41014 has a good explanation why you should not run Wine as a privileged user.
