If it still doesn't work as regular user, make sure you have latest Wine version (wine-1.3.18) or at least wine-1.3.17. Then that you have wine_gecko installed (command 'wine iexplore http://winehq.org' opens Wine's home page). If all fails, you can start steam in silent mode with 'wine steam -silent'.
