Changing the keyboard layout

Hello,
I have a strange problem with a game:
I want to assign the key on the left side to the number "one" (degree key in Germany) to an action in a program, but the application does not recognize the button if I start the application normally.
If I set in gnome my default keyboard-layout to a US-layout it works fine. But I don't want my default keyboard layout to be a  US-layout, so I want to start just this one application with this layout. I read here

that I shoud be able to do this with the command:

LC_ALL=en_US.ISO-8859-1 wine program.exe
or
LC_ALL=en_US.UTF-8 wine program.exe

(both are in my /etc/locale.gen)
but it does not work, if I start the program like this the "degree"-key is not known by the program.
Can anybody help me?
