I can't reproduce it, but apparently there is a bug that affects some versions of the Office 2003 installer. http://bugs.winehq.org/show_bug.cgi?id=26358 I can't find any reports of Excel 2003 crashing on start, and it's not happening on my system. Try reverting to the last version you knew worked, and if that fixes it, run a regression test and file a bug.
