No, it doesn't.

Wine supports HAL/dbus for detecting new mounted devices. And automatically assigning drive letter. The reason it's not forking for you is it's either you don't have development headers when you compiled Wine. Or you don't have correct 32-bit libraries.

Also Wine supports most iocpls for the CD-ROM devices - direct access to the drive/media.
