Because WINE needs to be able to work on a multitude of different
operating systems, it would be really very impractical to try to chase a
moving target like optical drives. Even just on GNU+Linux, optical
drives are handled in multiple ways. There isn't much benefit in putting
together something that works the way you would have expected with your
current udev settings when 1) someone else would complain that that
implementation doesn't work on their brand X and 2) what you want is
totally doable by a user who is minding their udev rules.
