No, you can't. Whatever runs inside Wine has no affect on the actual O/S.

Wine is a 100% user space applications, and to do what peerblock does requires kernel access. Besides those parts (networking) work completely different in Linux, BSD, OS X (and all other platforms Wine runs on) and Windows.
