Depends what he means by "root access".

Right.  On Windoze, anything run from an admin login will run with
admin privileges.  On Linux, adding a user to sudoers -- thereby
granting the _ability_ to run things as root via sudo -- does _not_
mean that everything that user runs will run with root privileges.
