What happens if you uninstall wget and install curl? Winetricks will then use curl instead. If that works better, I'd like to know. Otherwise, if you put the downloaded directx_feb2010_redist.exe into ~/.cache/winetricks/ (or wherever your winetricks cache is, it used to be ~/.winetrickscache), winetricks ought to use it.
