I think that's unavoidable. Windows icons are/were bitmaps while most
Gnome icons tend to be SVG or PNG. Windows icons never have scaled at
all well while SVG is a vector graphic format, and so fully scalable,
and PNG is similar to GIF though it seems to scale a bit better than
either GIF or JPG.
