Use the Printer Configuration applet to enable these if they are
disabled. FYI there are two ways of sending print jobs to CUPS - via the
so-called 'lpr' interface, which is always available, and via the
Internet Printing Protocol (IPP), which is disabled unless those two
options are on. Wine uses IPP to access CUPS.
