I send a patch, that allow you to skip the installation of ie6
Not sure, if the Patch was early enough for Wine-1.3.3,
otherwise is should be available in Wine-1.3.4.

With my patch, you can use:
wine rundll32 inetcpl.cpl,LaunchSiteCertDialog

Go on with the rest:
