Have you tried removing and reinstalling your video driver, even if you just put the same version back in? It's fairly common for an OS upgrade or a change to a new wine version to confuse the video drivers. I'm not sure it would mess with the frame rate, but I've seen enough posts on weird results to think it might be worth trying,
