The PPA still have packages for 9.04.

Ubuntu 9.10 introduced an easy way to add PPA's which is what all the
instructions give... The method for 9.04 stayed the same (It might
help to ask on the Ubuntu forum if you can't figure it out...) that it
always was (Which is quite a bit more involved than 9.10. It involves
adding apt-lines (which are listed on the PPA's site) and installing
keys (also listed on PPA page))

The LTS version are meant to be used for extended periods. Whether or
not Wine's packages will keep updating for the same time is another
question...
