Yes.  Codeweavers pays several developers (to my knowledge) to be on
the look out for ways to improve Windows DX support.  Several members
of the community have created tools to watch for performance
degradation or improvement as well.

Performance of games (and apps in general) is reasonably important to
Wine these days.

A 50% drop in FPS does not make most games unplayable unless you
mistakenly relate skill to higher FPS.
