The moderation is just there to catch any one-offs that people send through. There are no reasons for people not to subscribe to wine-patches if they want to send patches in. If they don't want to receive any e-mail - they can disable e-mail delivery (option available after subscribing to the ML: http://www.winehq.org/mailman/options/wine-patches ).
