I believe that both the Gnome and KDE window managers (and libraries) have been successfully ported to Windows, meaning that you can run at least programs made for these Window managers under Windows natively. A part of GTK had been ported too, don't know how much that improved over the past few years, though (like GTK libraries that I know were not ported two years ago, like GtkSourceView).
