If you mean you want to install the Windows drivers for your modem, that won't work. Your hardware has to work in Linux. http://wiki.winehq.org/FAQ#head-8021e00ae87d4fbfb607739af82bdb621b9d9366

As for installing Wine on a computer that doesn't have internet access, download the .deb to a computer that does have internet access, copy the file to the computer you want to install it on, and use your package manager to install it from the hard drive. If you don't know how to do that, ask on the Ubuntu forum.
