No. Wine-32 has all required pieces to support 16-bit apps. Wine-64 can't and won't support 16-bit apps (this is not supported by x86_64 CPUs).

Wine-32 and Wine-64 will always be different. In the future they will work together to exist in mixed 32/64 environment.
