There's a forum for Puppy Linux, there are several threads regarding wine, e.g.: http://murga-linux.com/puppy/viewtopic.php?search_id=174707106&t=37783 They mention a .pet for cabextract, so you probably have to feed that to your package manager. I tried to download that file, but you probably have to be registered puppy user ("member" of whatever).
