He'll need at least two possibly three things:
1. Have a Linux PC/VM with Wine
2. Be able to pull debug information of Wine inerworkings
3. Some times it's nice to be able to modify Wine to get more debug output / fix / hack a problem.

For 1) - getting, installing and running Wine: http://www.winehq.org/download , http://wiki.winehq.org/FAQ and so on (standard user stuff)
For 2) - enabling debug output: http://wiki.winehq.org/DebugChannels
For 3) - compiling Wine: http://wiki.winehq.org/RecommendedPackages / http://wiki.winehq.org/WineOn64bit
