Linux isn't much more complicated than Windows... It's because you come from Windows that you simply have to relearn everything and that can be frustrating. :) In fact, Windows needs seperate tools or installations to use different languages too, while for Wine it's a simple environment variable LANG. I guess it's all a part of where you come from that this might seem complicated, but it's really no more than just different. Switching languages like this would usually also switch comma's etc. to the language's appropiate format. You said it didn't work, do you mean the program wouldn't start or there was simply no effect at all?
