Here's my suggestion. I don't run steam, so take this with a grain of salt. 
I think pulseaudio is screwing you up. 

In terminal:
sudo nano /etc/pulse/client.conf
Uncomment the following line and change to "no"
; autospawn = yes
autospawn = no
reboot

Then, before you start anything else, in terminal type 
killall pulseaudio
Then see if that works.
