I have libmpg123 (a quick synaptic doesn't turn up anything called libmpg3), and my wine is the Ubuntu 9.04 binary deb package. It doesn't, however, have a winemp3.acm, which I've heard referred to in places - whether this is still used or anything, I'm not sure.
