Windows supports old hardware.   Wine supports old programs on relatively new hardware.  8 year old video card is not relatively new, it would not be a good use of time to try and make things work with hardware next to no one uses and that is no longer supported by the manufacturer.  Of course, anyone is free to improve the situation if they think they can.

If Windows suits your purpose just fine, what are you complaining about?
