The wine project has very strict rules about adding code. For some people the process can be frustrating to contribute to. However, this process is in place because of how important it is not to screw up the code base (a little effort before submission saves hundreds of man hours debugging, etc). What you're asking is to upload a hack to fix a buggy hack job of a poorly designed sound server. If you want to apply this patch and distribute it to users that's fine, however asking for it to be integrated into the main tree of wine is just silly. Why should wine waste it's time fixing someone else's code? Imagine if a closed source application didn't work correctly in pulse, would you be in the pulse users list advocating adding hacks to get said hypothetical program working? What do you think they'd say to you there?
