What exactly does this "utility" do? If it uses a Windows hardware driver to connect to the camera, it won't work in Wine. Beyond that, what version of Wine are you using? If it's not the latest development release, upgrade. If it still doesn't work, run it from a terminal and post whatever messages appear.
