1) Wine is legal. But if you want to user ilegal serials, keygens, cracks, etc. that's not wine problem. Is your responsability not use those programs.

2) You can use as many apps you want at the same time as long as your pc can handle. 
3) Check AppDB for more info. If the app controls some hardware i'm not sure if the app would run like you want to.
