I have it set to 400 (verified both with the wine regedit and from user.reg file) but the delay is still zero in all wine applications including regedit. None of the Wine code reads that delay. So no matter what you set it to it's ignored. Please file a bug report in bugzilla about ignored value of menu show delay.
