I don't think either of those apps requires msi 3.x. See http://wiki.winehq.org/AdobeDreamweaver and http://wiki.winehq.org/AdobePhotoshop Which version of wine are you using? Generally, the closer to the latest version, the better. 1.1.11 is probably the best at the moment.
