The "best" solution would be to install the complete redistribuable of "Windows script control" from Microsoft :

But I don't know if the installation of this package works in Wine and how it will be stable after that. You have to try (and consider doing it in a separate wine prefix http://wiki.winehq.org/FAQ#head-f2f5f3bc795247f11962ea613a1f9e15657ad552 to not break your other applications and start from a clean Wine).
This should hopefully install all necessary components and register them.
