No. The first two are binary packages; they need to be installed with your distro's package manager. The second is a development package; you don't need it unless you are planning on building Wine from source. The third is the source file used to build Wine--again, you don't need it unless you are planning on building Wine yourself.

The only one you need to install to use Wine is the first. If you don't know how to install it, you need to ask your distro. This is not a Wine question, it is basic knowledge of your OS.
