Ah, i can reproduce your problem with dpnet from XP. I guess i used an older version of dpnet when it succeeded for me. For the dpnet from XP i also needed to put dpnwsock.dll and dpnmodem.dll into ~/.wine/drive_c/windows/system32/ Then the registration went fine for me. Hope this is enough to help. (BTW, i guess all this copying of dlls could be done more simple by wget http://kegel.com/wine/winetricks && sh winetricks directx9)
