Could you try this?

1. wget http://superb-east.dl.sourceforge.net/sourceforge/wine/wine_gecko-0.1.0.cab
2. cabextract -d ~/.wine/drive_c/windows/gecko/0.1.0/ wine_gecko-0.1.0.cab
3. run wine iexplore www.winehq.org
