RPG Maker has always started, and always lagged horribly, since the first time I ever tried using it under wine (in 2003). Checking quickly on appdb, I couldn't find any bugs about it; you can try filing one, or try a newer version of RPG maker (they're all listed in the rpg maker appdb entry).
