If it's not the same error message, you should open a bug report for the one you are getting. I took a look at http://bugs.winehq.org/show_bug.cgi?id=12930 and I suspect you may be right about that window being a symptom of the licensing utility not loading. You should add your info to that bug report, and vote for it. One thing I would question about that bug report is the severity--it's currently labeled as an enhancement. Does the failure of the licensing utility prevent the full version of the program from installing or working properly? If so, the severity level should be normal, and pointing that out may help get the bug a bit more attention. An enhancement for just one program that's not widely used is probably pretty low on the list of priorities. You should also add your test results to the AppDB; the most recent test listed is for 0.9.55.
