Wine already has msadp32.acm - except not all apps play nice. http://bugs.winehq.org/show_bug.cgi?id=10979 also has an issue with locating msadpcm - I was debugging this a few weeks ago but got distracted. I might take another look, but I'm guessing that your issue with 3d movie maker might be related, both are of similar vintage.
