Wine like any other application running on your system connects to the network directly. If for example you setup some forwarding rules using iptables you can redirect all traffic through a proxy. Wine included. But you can't tell Wine to connect to the network via a proxy. However you can configure applications such as Firefox to use proxy to connect to the Internet.
