With the help of Dan Kegel, the problem was solved.
In the relay log, the files
c:/windows/system32/drivers/etc/services
c:/windows/system32/drivers/etc/hosts
Must exist.
A simple touch ~/c:/windows/system32/drivers/etc/{services,host}
did the trick
