This might not be a good permanent fix idea. But what if you made the first folder on WineHQ into a "Honey pot SPAM" folder it seems like all the spam only go to the first folder. The second "Suggestions box" folder has been saved from spam so far maybe not for long. That way everybody in the short term will know that only spam is posted on the very first folder in the phpBB hierarchy.
