I solved this problem shortly after posting about it. I deleted the 
empty /.wine file and then tried reinstalling. At first I thought it had 
failed again. There was not even a /.wine folder. I checked /usr/bin and 
found several wine-related executables, including wine. I tried running 
winefile. It ran. I browsed to where the missing foldershould be, 
clicked, and winefile created the missing folders.
