Yes, if it's compiled as a Windows executable.
By default, Wine's notepad is compiled as a Winelib executable,
so it only works on Linux.

(IMHO it ought to be compiled as a Windows executable
by default, but that would mean you'd have to have
a cross-compiler to build Wine, which would be a pain.)
