I don't think so.  Photoshop has been like this for as long as I can remember.  (I've been using Wine for a few years now.)  This problem doesn't happen in Crossover.

I usually just hit tab to hide all the palettes, then minimize my window.  Then when I resize it, I hit tab to bring them back.
