Read the error message. It clearly states that you do not have enough
free _DOS_ memory.

So, is there then no way to increase the amount of memory that wine is
supplying Turbo C? Like in VMWare player?

Indeed not. Such an ancient program runs on DOS, and that is the problem:
You need something like dosemu, not wine.
