After review some similar cases with other programs, it appears
this problem could be resolved installing Windows Installer,
but I cannot make it work the Windows Installer Redistributable form
Microsoft. It said that cannot continue because cannot decompress the
files.

The message comes from dll/msi/action.c. From there it appears that some
function call returned a non-succes value. As a quick hack, you could
make ITERATE_Action always return ERROR_SUCCESS. Of course, that's not
the real fix.
