Try setting the config file like so:
WINE REGISTRY Version 2
[wine]
"Path"="c:\\windows;c:\\windows\\system;z:\\my\\export"
My testing seemed to show that once Wine has made a PATH entry in the
registry, it will ignore changes made in the config file. Are you seeing
a different behavior?
