Yes, sound does work on Wine. It works best using the wineoss.drv driver.
This would require you to have ALSA OSS emulation enabled in your kernel and the emulation modules loaded.
is that a compile only option or is it a loadable modual?
Most of the support options can be compiled as loadable module, or statically, as you prefer; "OSS Sequencer API" can only be compiled statically:

This is under the 2.6-series kernel, naturally (since the 2.4 series does not have ALSA in the kernel).
