If you don't have a windows installation accessible from Wine, you perhaps forgot to create a [mci] section in system.ini I am using Fedora Core 2 I can play .wav sounds from linux without a problem I have the standard drivers in my wine.conf file: [WinMM] ; Uncomment the "Drivers" line matching your sound setting.
