Thanks; I now tried both win98/win95 mode, managed, unmanaged, and
desktop modes, and running the program both as wine bbo_setup.exe and
also wine z:\\data\\bbo\\bbo_setup.exe.  (I haven't tried various
combinations.)  Nothing visibly changed with any of this (except
window appearance with different window modes).

What exactly is meant by changing dll load ordering?  Is this just
changing of builtin / native mode?  If so, I don't think I can use the
native dlls, since I don't have a windows system.

It appears related to the bug report:
http://bugs.winehq.org/show_bug.cgi?id=1882

However, unlike the reporter, I get no output at all during the
installer run, and it fails rather than install anything.
